Housing Rehab

Deferred HOME Rehabilitation Loan Program

This is a deferred forgivable loan to help owner occupants of the City of Hampton to rehabilitate their homes. This program enables homeowners to bring their principal residence up to minimum property maintenance code standards. Loan amounts range from a minimum of $1,000 to a maximum of $25,000 and in some areas up to $50,000. Eligibility for the loan is based on household income, equity in the property, and other criteria.

Eligibility

  • Household income must be 80% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal homeowner and must continue to own and occupy the home as primary residence during the duration of the loan.
  • Applicant's financial condition must make traditional loans infeasible (typically defined as having housing debt over 30% of gross monthly income, insufficient assets to qualify for a commercial loan product.)
  • Max Loan: $25,000 Citywide, $50,000 in HHV Areas
  • Duration: 10 years, 10% forgiven per year
  • The loan must be in first or second lien position

Property Eligibility

  • Property must be located in Hampton, VA
  • Property must be an individual detached single family dwelling that has not previously been rehabilitated under this program
  • Loan to Value ratio (LTV) cannot be more than 100% of current assessed value
  • Assessment must be below FHA Mortgage Insurance Limit (according to HUD)
  • Home must be able to become a contributor to the neighborhood (with respect to size, style and quality of construction as compared to other homes within a 300’ radius)
  • Property must be covered by insurance (including flood insurance where applicable)
  • Property taxes must be paid and current to date (or exempt)
  • Property mortgage must be paid and current to date
  • Must meet HUD environmental standards

3% HOME Rehabilitation Loan Program

The 3% loan is designed to help owner occupants of the City of Hampton to rehabilitate their homes. The program enables homeowners to make home repairs and improvements to their principal residence. Loan amounts range from $1,000 to $25,000. Eligibility for the loan is based on household income, equity in the home, and other criteria. There is a $10 non-refundable application fee for this loan product.

Eligibility

  • Household income must be 80% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal homeowner and must continue to own and occupy the home as primary residence during the duration of the loan.
  • Total debt ratio less than 45% of gross income.
  • Duration: 5 to 15 years based on amount of loan.
  • Lien will be placed against the property
  • Max Loan: $25,000 Citywide
  • The loan must be in first or second position

Property Eligibility

  • Property must be located in Hampton, VA
  • Property must be an individual detached single family dwelling that has not previously been rehabilitated under this program

Weatherization and Energy Efficiency Loan Program

This program assists homeowners by reducing their heating/cooling costs and improving the safety of their homes through energy efficiency measures. The energy efficiency measures performed through the program include, but are not limited to, air sealing, wall and ceiling insulation, heating and air system improvements or replacement, efficiency improvements in electrical system, hot water tank and pipe insulation. Loan amounts range from a minimum of $1,000 to a maximum of $25,000. Eligibility for the loan is based on household income and other criteria.

  • Household income must be 80% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal homeowner and must continue to own and occupy the home as primary residence during the duration of the loan.
  • Max Loan: $25,000 Citywide
  • Duration: 5 years, 20% forgiven per year

Exterior Improvement Loan Program

HRHA offers grants for residents of the City of Hampton to make improvements to their principal residence. The program enables residents to bring their home up to minimum property maintenance code standards. Loan amounts range from a minimum of $1,000 to a maximum of $10,000. Eligibility for the loan is based on household income and other criteria.

Eligibility

  • Household income must be 80% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal homeowner and must continue to own and occupy the home as primary residence during the duration of the loan.
  • Program is contingent on home inspections.
  • Max Loan: $10,000 Citywide
  • Duration: 5 years, 20% forgiven per year
  • Lien will be placed against the property

Emergency Grant

The emergency grant helps owner occupant residents of the City of Hampton make home repairs to correct an urgent health or safety concern due to a natural disaster. Examples include significant roof repairs or heating system failure. The maximum grant amount is $10,000 and the applicant must qualify based on household income and other criteria.

Eligibility

  • Household income must be 80% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal homeowner and must continue to own and occupy the home as primary residence during the duration of the loan.
  • Max Loan: $10,000 (in a 12 month period)
  • Duration: 5 years, 20% forgiven per year
  • Lien will be placed against the property
  • The loan must be in first or second lien position.
  • Note: Funds must be used to correct a health and safety issue.

Property Eligibility

  • Property must be located in Hampton, VA
  • Property taxes must be current
  • Property mortgage must be current
  • Property must be a detached single family dwelling.
  • Loan to Value ratio (LTV) cannot be more than 100% of the current assessed value.
  • Assessment must be below FHA Mortgage Insurance Limit (according to HUD)
  • Property must be covered by insurance (including flood insurance where applicable).
  • 100% of funds must address health and safety deficiencies (electrical, mechanical, plumbing and structural). Preference will be given to properties damaged as a result of a natural disaster. Deficiency repairs are made after personal insurance and or Federal Emergency Management Agency (FEMA) claims.

Wheelchair Ramp Program

This grant assists non-ambulatory residents in the City of Hampton in need of a wheelchair ramp gain access to their home. Applicants must qualify based on household income. This grant covers the cost of materials to build the ramp at the recipient’s primary residence.

Eligibility

  • Household income must be 100% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal homeowner and occupant or have landlord’s approval.
  • Applicant or applicant’s dependent must be disabled/physically challenged and non-ambulatory.

HRHA Accessibility Rehabilitation Program

The Hampton Redevelopment and Housing Authority’s Accessibility Rehabilitation Program provides an opportunity for residents to receive accessibility rehabilitation to their homes. The program is funded through Federal Home Loan Bank, which offers a deferred, no interest loan to help homeowners with accessibility rehabilitation improvements to their primary residence. Loan amount is up to $15,000. The amount of the loan is forgiven at the rate of 20% per year if eligibility criteria are maintained. If eligibility is not maintained during this period, loan must be repaid.

Eligibility

  • Household income must be 80% or less of the Area Median Income as determined by HUD.
  • Applicant must be the principal applicant and occupant and must occupy the property for the duration of the loan.
  • Max Loan: $15,000
  • Duration: 5 years, 20% forgiven per year

Eligible Use of Funds

  • Rehabilitation of an existing owner-occupied unit
  • Scope is limited to the following to advance accessibility objectives:
    • Exterior ramp, sidewalk, and/or driveway
    • Handicapped bathrooms including toilets, sinks, vanities, grab bars, and showers
    • Carpentry to widen doors
    • Kitchen cabinets/sinks – not to exceed 45 percent of maximum funding
    • Replacement of floor covering – not to exceed 50 percent of maximum funding
    • Other rehabilitation – not to exceed 20 percent of maximum funding
    • Rehabilitation must be done to correct a defect or deficiency

Eligible Properties

  • Owner-occupied 1-4 family properties
  • Townhouse, Condos
  • Cooperatives
  • Manufactured and Mobile Housing
  • Have at least one year current ownership
  • Life estate
  • Full interest in the fee title

  • Life estate
  • Full interest in the fee title
