RFP - Master Developer for Freeman Drive Residential Development

Hampton Redevelopment and Housing Authority (“HRHA”) is issuing a Request for Proposal (“RFP”) from highly qualified developer(s). More specifically, HRHA is soliciting submissions from developers interested in developing approximately 3+ acres of developable land (the “Property”) located on Freeman Drive in the City of Hampton, Virginia. The City of Hampton and HRHA have identified the Property as a priority for a high-value residential development. RFP - Auditing Services

Hampton Redevelopment and Housing Authority (HRHA) will accept proposals (Solicitation No. HRHA/FIN-18-001-01) from qualified firms to provide auditing services. The deadline for submission of proposals is by 4:00 p.m. on Monday, July 16, 2018. Proposals must be mailed, or hand delivered, to the Hampton Redevelopment and Housing Authority’s Administration Office located at 1 Franklin Street, Suite 603, Hampton, VA 23669 and marked “Auditing Services Proposal.”

RFP - USE PROJECT BASED VOUCHERS (PBV) TO DEVELOP NEW HOUSING

Project Based Vouchers (PBV12518)

Hampton Redevelopment and Housing Authority is requesting proposals to use up to twenty-four (24) Project Based Vouchers to develop new affordable housing for families in Gloucester County, Virginia. Invitation for Bids (IFBs)

IFB - North Phoebus Geothermal Well Replacement – CFP 18-001

HRHA will be accepting Sealed Bids at the Construction Office located at 811 West Pembroke, Hampton, VA 23669 for the time specified below:
PRE BID: February 27, 2018 at 11:00 a.m. – HRHA Construction Office at 811 West Pembroke Avenue, Hampton, VA

BID DUE: March 22, 2018 at 1:00 p.m. – HRHA Construction Office at 811 West Pembroke Avenue, Hampton, VA
BID TIME EXTENDED TO: April 12, 2018 at 1:00 p.m.

Proposed forms of contract documents, including specifications, are on file and may be obtained by contacting Construction Office at 811 West Pembroke Avenue, Hampton, Virginia, (757)727-1481 or ktaylor@hamptonrha.com. The plans and specifications may be examined and downloaded above.

Contractors submitting a bid must possess a valid Virginia Class A contractor’s license. A certified check, payable to HRHA, or a satisfactory Bid Bond executed by the bidder and acceptable sureties in an amount equal to five percent of the bid MUST be submitted with each bid that exceeds $25,000. Performance and Payment Bonds will be required for all Contracts over $100,000. Certified Payroll will be required. This is a Section 3 project.

All clarifications regarding the specification and/or scope of work must be in writing a minimum of 10 days prior to the bid opening and may be faxed to (757) 727-1768, Attn. Karen Taylor, or emailed to ktaylor@hamptonrha.com. HRHA shall not be responsible for missed transmissions.

IFB - Lawn Maintenance and Landscaping Services

Hampton Redevelopment and Housing Authority (HRHA) will accept sealed bids mailed to 811 W. Pembroke Avenue, Hampton VA, 23669 or hand-delivered to HRHA’s Office at the same address for lawn maintenance and landscaping services for properties owned by HRHA in the City of Hampton. Bids will be accepted until 3:00 p.m. on Tuesday, March 27, 2018, at which time they will be opened and read aloud. Bid envelopes must be marked, “Sealed Bid. To be opened March 27, 2018, 3:00 p.m.”

HRHA reserves the right to reject any and all bids, to award contracts in whole or in part, and to waive any informalities in bidding. If the bid from the lowest responsible bidder exceeds available funds, the Authority reserves the right to negotiate with the apparent low bidder to obtain a contract price within available funds.
